Governor Gavin Newsom announced a series of appointments on May 3, 2024, appointing individuals to various positions within California state departments and commissions.

Zoe Heller of Sacramento was appointed as the Director of the California Department of Resources, Recycling, and Recovery. Heller's extensive experience includes roles at the U.S. Environmental Protection Agency and a background in environmental policy.

Catherine “Cathy” Jefferson, also from Sacramento, has been appointed as the Deputy Director of the Office of Research at the California Department of Corrections and Rehabilitation. Jefferson brings years of experience in correctional health care services within the department.

Kelly Madsen, hailing from Elk Grove, has been appointed as the Deputy Director of Innovation and Special Initiatives at the California Housing Finance Agency. Madsen's past roles include positions at the Office of Governor Gavin Newsom and the California Department of Education.

Justin Ong of Walnut Creek has been appointed as a Technical Advisor II at the California Public Utilities Commission. Ong's background includes policy advisory roles in various organizations related to energy and the environment.

John Yarbrough, also from Sacramento, has been appointed as the Deputy Director of the State Water Project at the California Department of Water Resources. Yarbrough brings years of experience within the department, serving in various engineering roles.

Rima Barkett of Stockton has been reappointed to the California Volunteers Commission, where she has been serving since 2024. Barkett has a background in community service and nonprofit organizations.

In addition, Gregory Bradbard, Benjamin Carvajal, Richard Goldman, Sloane Keane, Ben McCue, Kim Harley, Martine Culty, Isaac Pessah, Diana Auyeung-Kim, Patrick Allard, Charles Plopper, Carrie Breton, Ulrike Luderer, and Sandie Ha were also appointed or reappointed to various committees and commissions within the state.

Each appointee brings a wealth of experience and expertise to their respective positions, contributing to the ongoing work and initiatives within the state government.
