California Institution for Women marks first graduation through Cal State LA partnership

The California Institution for Women has marked a significant milestone with its first graduating class of 22 incarcerated women earning Bachelor of Arts degrees in Liberal Studies from California State University, Los Angeles. Governor Gavin Newsom announced the achievement, highlighting the state’s efforts to provide rehabilitative opportunities within its correctional system.

“Higher education is key to the transformation and growth that we see today from many of the students graduating. I’m proud to see them taking a step in the right direction to contribute positively to our society,” said Governor Gavin Newsom.

The graduates completed up to four courses per semester over two years. As part of their studies, they received individual career counseling and left the program prepared with LinkedIn profiles and career portfolios designed to support their employment goals after release.

CDCR Secretary Jeff Macomber commented on the significance of the event: “Today’s milestone reflects the power of education to transform lives. These graduates have demonstrated a true commitment to building a better future. By expanding access to higher education inside our institutions, we are not only opening doors for personal growth but also strengthening pathways for safer, healthier communities across California. I congratulate each graduate and extend my gratitude to all who supported them along the way.”

Faculty and tutors involved in this program completed specialized training focused on connecting classroom learning directly with workplace skills. The curriculum aims to prepare students for professional demands they may encounter after incarceration.

Keynote speaker Billie Jean King addressed the graduates, stating: “Never stop learning and never stop learning how to learn. Be a problem solver and an innovator. Only you graduates understand what it took to earn this degree. This can be a turning point – use your new platform, live your new future. Today is your day. Keep believing in yourself, keep dreaming and keep going for it.”

The partnership between CDCR and Cal State LA began nearly ten years ago and has since impacted over 118 students, with plans to serve 139 students across three prisons during the 2025-26 school year.

California’s corrections system collaborates with public higher education institutions—including community colleges, CSU, and UC—to offer various degrees within state prisons. Over 13 percent of incarcerated individuals are currently enrolled in college courses.

Research indicates that rehabilitation programs are cost-effective; every dollar spent on such initiatives saves more than four dollars by reducing re-incarceration costs. In addition, those who participate in educational programs while incarcerated are nearly half as likely—48% less likely—to return to prison within three years compared with those without access.

Crime survivor groups generally favor sentences that include programming aimed at preventing repeat offenses through vocational training or substance use treatment.
