Today, the State Water Resources Control Board proposed an update to the Bay-Delta Water Quality Control Plan. This plan aims to protect the Sacramento River, the Delta, and its tributaries while ensuring water supply reliability for Californians. The update incorporates the Healthy Rivers and Landscapes Program, developed by Governor Gavin Newsom’s administration.

Governor Newsom expressed pride in including this program in the plan update, stating it reflects California’s commitment to a collaborative approach to water management. He also proposed legislation for CEQA exemptions to accelerate water quality control plans.

California Environmental Protection Agency Secretary Yana Garcia noted that the draft plan is crucial for safeguarding Bay Delta’s water quality through science-driven solutions. The updated plan includes two pathways: a comprehensive Healthy Rivers and Landscapes Program and a flow-only approach for non-participants.

If adopted, the HRL program will dedicate significant water resources to environmental restoration and habitat revitalization. Governor Newsom has secured $2.9 billion in funding commitments over eight years for this initiative.

California Natural Resources Secretary Wade Crowfoot highlighted that the program would improve river health by restoring flows and habitats. Director Karla Nemeth of California Department of Water Resources praised the inclusion of voluntary agreements as a win for balancing ecosystem needs with economic demands.
