A federal grand jury has indicted Samuel Rios, a 29-year-old resident of Monterey, on seven counts related to child exploitation and pornography offenses. Initially charged by complaint on July 8, 2025, Rios was formally indicted yesterday on charges including coercion and enticement of a minor, production of child pornography, distribution of child pornography, and possession of child pornography.
The indictment alleges that Rios used Snapchat to persuade two minors in Monterey County into engaging in sexually explicit activities between July 24, 2023, and March 5, 2024. It is further alleged that he produced and distributed child sexual abuse materials during this period.
In May 2024, a therapist reported a possible sexual assault involving Rios. The announcement was made by United States Attorney Craig H. Missakian and Homeland Security Investigations (HSI) Acting Special Agent in Charge Jeffrey Brannigan.
Rios has been detained since July 16, 2025. His next court appearance is scheduled for July 28, 2025. If convicted, he faces severe penalties under various U.S.C. sections with potential sentences ranging from five years to life imprisonment depending on the charge.
Special Assistant U.S. Attorney Johnny Ellis James Jr., assisted by Natachiana Burney, is leading the prosecution following an investigation by HSI along with local law enforcement agencies.
