Napa County Board of Supervisors reviews proclamations, agreements, and fire preparedness

The Napa County Board of Supervisors met on May 5 to address a range of agenda items, including community recognitions, new agreements, and updates on local initiatives. Chair Amber Manfree, Vice Chair Liz Alessio, Supervisor Joelle Gallagher, and Supervisor Belia Ramos were present at the meeting.

The meeting included several proclamations recognizing important causes and community groups. Manfree introduced Rodney as the “Pet of the Week,” with adoption fees waived for anyone adopting him during the week. The Board also recognized Police Week and Peace Officer Memorial Day by presenting a proclamation to Sheriff Oscar Ortiz. Ramos presented a proclamation for Asian American, Native Hawaiian, and Pacific Islander Heritage Month to students from Filipino Clubs at American Canyon schools. Alessio recognized Provider Appreciation Day by honoring childcare providers and educators.

The Board approved additional proclamations for Older Americans Month, Mental Health Awareness Month, and Grower of the Year outside the formal meeting setting. Agreements approved included consulting services from Serrano Advisors LLC for CalAIM program implementation aimed at supporting justice-involved individuals reentering the community. Funding was allocated for a District 4 community meeting in Berryessa Highlands as well as grant funds to Arts Council Napa Valley for student arts recognition events.

Other actions taken included approving an agreement with the California Department of Transportation to receive $337,648 in flexible transportation funding for county roads. The airport fee schedule was updated with a modest increase in hangar fees effective July 1 to support ongoing operations. The Board also advanced environmental work related to extending the Napa Valley Vine Trail between Yountville and St. Helena through federal funding support.

Preparedness efforts ahead of wildfire season were reviewed by Fire Chief Matt Ryan and Fire Administrator J.R. Rogers along with Laurie Klip from Napa Communities Firewise Foundation who shared updates on vegetation management projects and community engagement activities focused on wildfire safety.

Agreements supporting proposed annexation areas in American Canyon were discussed by Andrew Mize and Sabrina Wolfsen; these agreements outline housing allocation transfers as well as property tax sharing among local agencies involved in annexation processes.

In addition to regular business items, Public Works Director Steve Lederer provided an update on resort sites at Lake Berryessa; this included approval for Wild Haven LLC to begin studies toward long-term redevelopment at Spanish Flat site resorts.

The next regular board meeting is scheduled for May 19 at 9 a.m.
