Newsom declares emergencies for multiple counties after severe winter storms

Governor Gavin Newsom has issued an emergency proclamation for seven California counties following severe storms in February 2025. The affected counties are Humboldt, Mendocino, Modoc, Napa, Shasta, Sonoma, and Trinity. These storms led to landslides and flooding that damaged roads and waterways and created dangerous conditions for residents and property.

The proclamation allows the Governor’s Office of Emergency Services (Cal OES) to offer support to Modoc, Shasta, and Trinity counties through the California Disaster Assistance Act. “Reinforcing the state’s commitment to helping every Californian recover — no matter a community’s politics — Governor Gavin Newsom today issued an emergency proclamation for the counties of Humboldt, Mendocino, Modoc, Napa, Shasta, Sonoma, and Trinity to assist in recovery from the February 2025 storms that caused landslides and widespread flooding affecting roads and waterways, creating conditions of extreme peril to the safety of persons and property,” according to a statement from the governor’s office.

In addition to this action, Governor Newsom has also declared an emergency specifically for Trinity County due to additional storms in March 2025 that posed risks to public safety and local infrastructure. The order instructs the California Department of Transportation to seek help from the Federal Highway Administration’s Emergency Relief Program.

“The emergency proclamation authorizes the Governor’s Office of Emergency Services (Cal OES) to provide assistance to Modoc, Shasta, and Trinity counties under the California Disaster Assistance Act, among other provisions,” stated officials.

“The emergency proclamation directs the California Department of Transportation to request assistance through the Federal Highway Administration’s Emergency Relief Program, among other provisions,” according to another part of today’s announcement.
