U.S. Representative Norma Torres, who represents California’s 35th district in Congress, has issued several public advisories and statements on her social media accounts in recent days regarding security risks for U.S. citizens in Mexico and domestic healthcare issues.
On February 22, 2026, Torres warned Americans about safety concerns in specific Mexican states. She stated: “Due to ongoing security operations and related criminal activity, U.S. citizens in parts of Mexico are advised to shelter in place until further notice. This includes Jalisco, Tamaulipas, areas of Michoacán, Guerrero, and Nuevo León. Follow updates from the U.S. Embassy in Mexico https://t.co/eXAIZ0AtKo”.
Shortly after, also on February 22, she recommended that travelers enroll in a government program designed to improve emergency communication: “Enroll in the Smart Traveler Enrollment Program (STEP), a free service that lets the State Department contact you quickly in an emergency while abroad: https://t.co/fZgkF2vCHu”.
Two days later on February 24, Torres commented on domestic policy issues ahead of the State of the Union address. Torres has served as a member of Congress since 2015 after replacing Gloria Negrete McLeod and previously held positions in both the California State Assembly (2008-2013) and Senate (2013-2014). Born in Escuintla, Guatemala in 1965 and currently residing in Pomona at age 58, she holds a Bachelor’s degree from National Labor College.
