Sacramento man pleads guilty after Rainbow City Park shooting

Joseph Allen Davis, a 19-year-old resident of Sacramento, pleaded guilty to being a felon in possession of a firearm, according to an announcement from U.S. Attorney Eric Grant.

Authorities began investigating Davis after identifying him as the shooter involved in an incident at Rainbow City Park in Davis on April 12, 2025. Three people were injured during the shooting. During a search of Davis’s apartment, officers found a loaded short-barrel AR-15-style pistol with 23 rounds of ammunition. Davis was not allowed to possess firearms or ammunition due to a prior felony conviction for gun possession.

The investigation was conducted by the Federal Bureau of Investigation with support from the Davis Police Department, Sacramento Police Department, Sacramento County Sheriff’s Office, Yolo County District Attorney’s Office, and Sacramento County District Attorney’s Office. Assistant U.S. Attorney Justin Lee is handling the prosecution.

Davis will be sentenced by Chief U.S. District Judge Troy L. Nunley on March 26, 2026. He faces up to 15 years in prison and a $250,000 fine. The court will determine the actual sentence based on federal guidelines and statutory factors.

“This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone,” according to the press release. “On May 26, 2021, the U.S. Department of Justice launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.”
