Stockton man receives 20-year sentence for exploiting minors via social media

Elmer Yusay Ngo, a 29-year-old resident of Stockton, has been sentenced to 20 years in prison followed by 50 years of supervised release for child exploitation. The sentence was delivered by U.S. District Judge Kimberly J. Mueller and announced by Acting U.S. Attorney Michele Beckwith.

Court records reveal that Ngo used social media platforms to exploit female minors across the country. His activities involved coercing, enticing, and persuading these minors to create child pornography under his direction. Ngo’s method included befriending minor females on social media, acquiring at least one nude or partially nude image of them, and using this image as leverage to demand video calls where the minors were instructed to perform sexual acts on themselves. During these interactions, Ngo would keep his video feed blacked out.

The investigation into Ngo’s activities was conducted by the Federal Bureau of Investigation alongside the Internet Against Crimes Against Children Task Force, with support from state and local police departments nationwide. The case was prosecuted by Assistant U.S. Attorney Kristin F. Scott.

This prosecution is part of Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse. The project unites federal, state, and local resources to apprehend offenders who exploit children and assist in identifying victims.
