California Governor Gavin Newsom has granted executive clemency to a significant number of individuals, announcing the issuance of 37 pardons and 18 commutations on March 29, 2024.

According to Governor Newsom, clemency plays a crucial role in the criminal justice system by promoting accountability, rehabilitation, and public safety. He stated, "Clemency recognizes the grantee’s self-development and accountability after conviction. A clemency grant does not forgive or minimize the harm the grantee caused."

The Governor explained that a pardon can have various positive impacts, such as removing barriers to employment and public service, restoring civic rights, and preventing unjust consequences of conviction. However, he emphasized that a pardon does not expunge or erase a conviction.

In the case of a commutation, Newsom highlighted that it modifies a sentence, allowing an incarcerated individual to become eligible for a parole hearing based on their suitability for release and public safety considerations.

Governor Newsom's decision-making process regarding clemency applications involves evaluating factors such as the applicant's post-conviction development, the interest of justice, and the community's well-being, including the perspectives of crime victims and survivors.

Since taking office, Governor Newsom has granted a total of 181 pardons, 141 commutations, and 40 reprieves, reflecting his commitment to addressing various cases through executive clemency.
