In a 2019 interview, then U.S. Sen. Kamala Harris (D-Calif.) told a transgender interviewer about how she worked to rewrite California Department of Corrections policies to allow transgender inmates to receive "gender affirming care."
"With the power that I had, I used it in a way that was about pushing forward the movement, frankly, and the agenda," Harris said. "When I was Attorney General, I learned that the California Department of Corrections, that they were standing in the way of surgery for prisoners."
"And there was a specific case, and when I learned about the case, I worked behind the scenes not only to make sure that transgender woman got the services she was deserving, I made sure they changed the policy in the state of California so that every transgender inmate in the prison system would have access to the medical care that they desired and need," she said.
57-year-old Shiloh Heavenly Quine was convicted of murder in the first degree, kidnapping, and robbery and was given a life sentence with no parole after he murdered 33-year-old father of three Shahid Ali Baig. Quine was the transgender inmate who received the first state funded gender reassignment surgery under Attorney General Harris.
Baig's daughter Farida was against the taxpayer funded surgery. "My dad begged for his life," she said. "It just made me dizzy and sick. I'm helping pay for his surgery; I live in California. It's kind of like a slap in the face."

The Biden-Harris campaign is aware of Lipka’s public cross-dressing and social media posts, with their PA Communications Director Jack Doyle telling Fox News that, “We’re proud to have a team of 200 talented Pennsylvania staffers, including Eric.”
