California Attorney General Rob Bonta has issued a consumer alert urging potential pet buyers to be cautious of deceptive and unethical breeders. These breeders are often associated with puppy mills, where animals endure poor living conditions that can lead to health issues, resulting in significant veterinary expenses for unsuspecting owners.
Bonta emphasizes the importance of adopting pets from shelters or rescue organizations, highlighting his personal experience: “I adopted my dogs, Luna and Solí, from a shelter, and they have become deeply cherished members of our family.” He advises those purchasing from breeders to ensure they are dealing with responsible sellers who prioritize animal welfare over profit.
Jill Tucker, CEO of the California Animal Welfare Association, echoes this sentiment by encouraging consumers to explore local shelters first. "Consumers greatly underestimate the variety and selection of beautiful, healthy, friendly pets they can find in shelters statewide," she says.
To identify reputable breeders, consumers should meet them in person and inspect the living conditions of the animals. Buyers should verify health records and avoid transactions conducted outside the breeder's home. The California Department of Justice recommends obtaining references and visiting the breeder’s premises before making a purchase.
California law provides certain protections for pet buyers under acts such as the Lockyer-Polanco-Farr Pet Protection Act and AB 485. These laws require that only healthy animals are sold by licensed retailers and provide remedies if an animal falls ill shortly after purchase due to pre-existing conditions.
For concerns about puppy mills or unscrupulous breeding practices, complaints can be filed with The Humane Society or local District Attorney's Offices.
