Governor Newsom Announces Homeless Funding, Calls for Greater Accountability

Governor Gavin Newsom has announced nearly $200 million in new state funds to assist in transitioning individuals out of encampments and into housing across California. During a virtual press conference, Governor Newsom emphasized the importance of accountability by local jurisdictions in utilizing the funding effectively. He stated, “Local governments must ensure this funding is being utilized on the ground.”

The funds, totaling about $192 million, are part of the state’s Encampment Resolution Fund (ERF) grants, administered by the California Interagency Council on Homelessness (Cal ICH). These grants will support 20 projects in 17 California communities, focusing on helping individuals experiencing homelessness move from encampments to housing.

Business, Consumer Services, and Housing Agency Secretary Tomiquia Moss, who co-chairs Cal ICH, highlighted the collaborative effort between the state and local communities, stating, “These grants show what is possible when the state partners with local communities to put people first and provide them with services to put them on the path to safe, stable housing.”

Cal ICH Executive Officer Meghan Marshall expressed confidence in the proposals put forth by the 17 communities, stating, “All 17 communities had strong proposals that will help people transition from encampments and onto pathways to housing.” Marshall also emphasized the importance of providing person-centered local solutions to ensure that unsheltered Californians receive the necessary support for long-term stability.

The projects funded by the announced awards are expected to provide services and support for nearly 3,600 individuals, with 2,200 of them receiving permanent housing. Twelve of the 20 projects aim to resolve encampments along state rights-of-way.

A list of jurisdictions receiving funds includes cities like Fresno, Oakland, San Bernardino, and Los Angeles County, among others. Each jurisdiction will receive varying amounts of funding to support initiatives aimed at addressing homelessness in their respective communities.
