On June 11, 2024, the California Department of Justice (DOJ) released a report on the officer-involved shooting of Travis Tarrants by the Fontana Police Department (FPD) on April 7, 2022. The release follows an investigation conducted under Assembly Bill 1506 (AB 1506), which mandates DOJ investigations into all incidents of officer-involved shootings resulting in the death of unarmed civilians.

California Attorney General Rob Bonta emphasized the importance of transparency and accountability in law enforcement practices. "The California Department of Justice remains steadfast in our commitment to working together with all law enforcement partners to ensure an unbiased, transparent, and accountable legal system for every resident of California," said Bonta. He added that AB 1506 serves as a crucial tool for transparency and accountability and expressed hope that the report would aid in advancing safety across California.

The incident occurred when FPD officers responded to multiple calls about a bank robbery involving an armed man. Tarrants was shot after pointing what appeared to be a gun at officers; it was later determined to be a modified airsoft gun. DOJ's investigation concluded there was insufficient evidence to prove beyond a reasonable doubt that the deputy acted without intent to defend himself or others from perceived imminent danger. Consequently, no criminal charges will be filed against the involved deputy.

As part of its findings, DOJ issued several policy recommendations aimed at preventing similar incidents:

1. **Command and Control**: FPD should formalize policies guiding how officers establish command and control at scenes.

2. **De-escalation**: Revising use-of-force policies to include specific de-escalation tactics and providing additional training.

3. **Situational/Positional Awareness**: Establishing policies regarding officers' situational awareness during encounters.

4. **Body-Worn Cameras**: Clarifying guidelines on body-worn camera usage to eliminate conflicting provisions.

5. **Website Posting of Agency Policies**: Ensuring updated policies are posted conspicuously on FPD’s website as required by law.

Attorney General Bonta acknowledged the challenges faced by all parties involved in this incident, including Tarrants' family, law enforcement personnel, and the community.
