Governor Newsom signs multiple bills into law, vetoes one

SACRAMENTO – Governor Gavin Newsom announced today that he has signed several bills into law.

The bills signed include:

- AB 2948 by Assemblymember James C. Ramos (D-Highland) concerning the Adoption Assistance Program and tribal court orders.

- AB 3010 by Assemblymember Rebecca Bauer-Kahan (D-Orinda) addressing pupil instruction in mindfulness, distress tolerance, interpersonal effectiveness, and emotional regulation.

- SB 956 by Senator Dave Cortese (D-San Jose) related to school facilities and design-build contracts.

- SB 985 by Senator Rosilicie Ochoa Bogh (R-Yucaipa) exempting nonprofit community service organizations under the Check Sellers, Bill Payers and Proraters Law.

- SB 1005 by Senator Angelique Ashby (D-Sacramento) focusing on juveniles.

- SB 1027 by Senator Caroline Menjivar (D-San Fernando Valley/Burbank) involving disclosures under the Political Reform Act of 1974.

- SB 1068 by Senator Susan Talamantes Eggman (D-Stockton) about contracting methods for the Tri-Valley-San Joaquin Valley Regional Rail Authority.

- SB 1113 by Senator Josh Newman (D-Fullerton) extending pilot projects for beverage container recycling.

- SB 1132 by Senator María Elena Durazo (D-Los Angeles) regarding county health officers.

- SB 1136 by Senator Henry Stern (D-Los Angeles) pertaining to a report under the California Global Warming Solutions Act of 2006.

- SB 1198 by Senator Richard D. Roth (D-Riverside) concerning fees and charges for pawnbrokers.

- SB 1226 by Senator Dave Cortese (D-San Jose) related to hunting in navigable waters.

- SB 1356 by Senator Aisha Wahab (D-Silicon Valley) mandating gender bias training within the judiciary.

- SB 1361 by Senator Catherine Blakespear (D-Encinitas) providing an exemption under the California Environmental Quality Act for local agencies contracting services for people experiencing homelessness.

- SB 1417 and SB 1427 both authored by Senator Ben Allen (D-Santa Monica), addressing prohibition orders in transit districts and joint petitions for dissolution of marriage respectively.

- SB 1473 by Senator John Laird (D-Santa Cruz) focusing on sex offenders.

- SB 1478 by Senator Janet Nguyen (R-Huntington Beach) concerning registered veterinary technicians in veterinary medicine.

- SB 1484 by Senator Lola Smallwood-Cuevas (D-Los Angeles) about juvenile court jurisdiction.

- SB 1521 by Senator Monique Limόn (D-Santa Barbara), from the Committee on Banking and Financial Institutions, dealing with commercial financing transactions fees.

Governor Newsom also announced a veto of:

SB 674 authored by Senator Lena Gonzalez (D-Long Beach), which addressed air pollution through community air monitoring systems and fence-line monitoring systems. The veto message is available online.
