Governor Gavin Newsom has announced the granting of 19 pardons, exercising his authority under the California Constitution to provide executive clemency. This power allows him to issue pardons, commutations, or reprieves. Governor Newsom views clemency as a crucial element of the criminal justice system that can promote accountability and rehabilitation. It aims to enhance public safety by eliminating barriers to reentry, rectify unjust legal outcomes, and address health needs for incarcerated individuals with significant medical risks.

Clemency acknowledges the self-improvement and responsibility demonstrated by individuals after their conviction. It does not negate or diminish the harm caused by their actions. A pardon can remove obstacles to employment and public service, restore civic rights and responsibilities, and prevent collateral consequences like deportation or family separation. However, it does not erase a conviction.

In reviewing clemency applications, Governor Newsom considers various factors such as an applicant's development and behavior since their offense, whether granting clemency serves justice, and its impact on the community including crime victims and survivors.

Since taking office, Governor Newsom has granted 205 pardons in total.

The Governor’s Office advises victims, survivors, and witnesses to register with CDCR’s Office of Victim and Survivor Rights and Services for updates on an incarcerated person’s status. For more information about victim services or confidential registration updates, visit www.cdcr.ca.gov/Victim_Services/ or call 1-877-256-6877 toll-free.

Copies of today's gubernatorial clemency certificates are available online along with additional details on executive clemency.
