California is advancing its efforts to integrate Generative Artificial Intelligence (GenAI) into state operations, focusing on housing, budget, and employment. The initiative builds upon Governor Gavin Newsom's GenAI Executive Order, which aims to safely incorporate this technology into government functions. A new website, GenAI.ca.gov, has been launched to provide information about these initiatives.

Governor Newsom emphasized the importance of innovation in addressing state challenges: "California must continue to innovate when transformative technology like GenAI can be used right now to help address challenges we face across state government."

The announcement follows a large-scale GenAI Innovator Showcase event in September where tech companies such as Esri, Microsoft, OpenAI, Google, and My Town AI presented potential solutions. The state will now enter a formal procurement process to partner with innovators who will present refined solutions.

Government Operations Secretary Amy Tong stated, "Our hard work is paying off after months of thorough research and engaging with the innovator community to determine whether GenAI is the answer to some of the challenges the state is currently facing." She added that leveraging technology and innovation is a priority for Governor Newsom.

In housing, the Department of Housing and Community Development (HCD) seeks to improve tracking and evaluation of housing plans using GenAI. Tomiquia Moss from the Business, Consumer Services and Housing Agency said that utilizing all available tools could enhance housing services: “By using GenAI to better track and evaluate how local jurisdictions are planning and building housing across California...”

For workforce planning, the Employment Development Department (EDD) collaborates with the State Labor and Workforce Development Agency (LWDA) to find innovative solutions for enhancing recession forecasting and aligning economic predictions with employment trends. Stewart Knox from LWDA remarked on AI's potential: “I applaud Governor Newsom’s foresight in pursuing the responsible use of AI...”

In finance, the Department of Finance (DOF) seeks an innovative solution for synthesizing legislative bill analysis. Joe Stephenshaw from DOF expressed optimism about AI's role in improving decision-making: “We look forward to potentially leveraging AI technology...”

The innovator community has six weeks to respond with concepts before contracts may be awarded for testing solutions in a secure environment. The state's approach involves minimal financial commitment during initial testing phases.

California continues its leadership role in AI development while implementing policies that safeguard residents' interests. Last year’s executive order by Governor Newsom set a measured approach towards ethical GenAI use. Recent collaborations include a partnership with NVIDIA on an AI initiative.

Governor Newsom has also enacted legislation targeting issues like deepfake content and requiring AI watermarking. These steps are part of broader efforts ensuring California remains at the forefront of technological advancements while addressing associated risks responsibly.
