As the new year approaches, California is set to implement a series of laws designed to enhance the well-being of its residents. These laws, signed by Governor Gavin Newsom, focus on supporting working families by expanding benefits and ensuring fair workplaces.
Governor Newsom stated, “California’s new laws tackle today’s biggest emerging challenges head-on. Through partnership with the Legislature, we’re strengthening public safety, building more housing, and providing more resources for our communities. These practical reforms protect what matters most while creating more opportunities for all Californians.”
One significant change involves an increase in Paid Family Leave and Disability Insurance benefits. The law SB 951, authored by Senator María Elena Durazo (D-Los Angeles), will be fully implemented on January 1, 2025. This law raises wage replacement rates for these benefits. Lower-income workers can now receive up to 90% of their wages while middle-income workers will see their benefits rise to 70%.
Another legislative update comes from AB 2123 by Assemblymember Diane Papan (D-San Mateo). It ensures that workers are not required to use vacation days before accessing State Disability Insurance or Paid Family Leave benefits when faced with health or family needs.
Further protections include SB 1300 by Senator Dave Cortese (D-Campbell), which mandates extended notice periods and public hearings when hospitals plan to close psychiatric or maternity units. This allows communities a chance to respond and protect essential healthcare services.
Additionally, SB 1043 introduced by Senator Shannon Grove (R-Bakersfield) enhances oversight of youth in short-term residential therapeutic programs. The bill requires stricter state oversight and public reporting on seclusion or restraints used in these settings.
These measures aim to provide necessary support for families without compromising financial security during times of personal health challenges or family care responsibilities.
