Governor Gavin Newsom has issued an executive order to facilitate the diversion and storage of water from upcoming winter storms in Northern California. This decision comes ahead of a predicted significant atmospheric river expected to bring prolonged rain and mountain snow, raising concerns about potential flash flooding.

The executive order aims to maximize the capture of excess stormwater flows, directing the Department of Water Resources and other state agencies to enhance water storage efforts, including in San Luis Reservoir. "It is more important than ever that we maximize every opportunity to recharge our groundwater supplies," Governor Newsom stated. The governor emphasized the need for preparedness against multi-year droughts by utilizing available stormwater resources.

Recent years have seen above-average water levels in California's reservoirs; however, persistent drought conditions continue to affect communities reliant on vulnerable water supplies. Projections suggest that climate change could decrease California’s water supply by up to 10% by 2040.

Governor Newsom's executive order simplifies existing laws for local agencies to optimize groundwater recharge and follows prior orders supporting similar efforts during strong winter storms. This initiative is part of broader measures, including investing over $9 billion in recent years, aimed at boosting California’s water resilience amid extreme weather patterns.

Since 2019, significant investments have been made in flood preparedness and expanding groundwater recharge capabilities. The state has streamlined processes for these projects, aiming for ambitious goals such as increasing average annual groundwater recharge by at least 500,000 acre-feet as outlined in the Water Supply Strategy.

Preparations are underway with resources deployed across Northern California ahead of the incoming storm system. State officials urge residents to prepare accordingly and stay informed through ready.ca.gov.
