California Attorney General Rob Bonta announced a decision by the U.S. District Court for the District of Rhode Island, mandating the Trump Administration to restore up to $3 trillion in federal funding that had been frozen. The court's ruling enforces an earlier order against the freeze, which affected funds from the Inflation Reduction Act, Infrastructure Investment and Jobs Act, and National Institutes of Health.
Bonta stated, "The Trump Administration continued to improperly freeze vital federal funding more than a week after a court ordered it not to, jeopardizing California’s efforts to strengthen domestic energy security and the construction of critical infrastructure projects." He emphasized that no administration is above the law and highlighted past successes in curbing executive overreach. "In every case we’ve filed to date, state attorneys general have successfully restrained the President’s abuse of executive power – and we will continue to hold him accountable; our democratic institutions depend on it," Bonta said.
The coalition led by Attorney General Bonta includes 23 state attorneys general, notably those from New York, Rhode Island, Massachusetts, and Illinois. They collectively moved to enforce compliance with the court's directive amid ongoing litigation.
