Carter Morris, a nine-year-old from Merced, joined Governor Gavin Newsom and First Partner Jennifer Siebel Newsom in lighting the California State Capitol Tree as part of the 93rd annual ceremony. This event highlights the state's efforts to support individuals with intellectual and developmental disabilities.

The ceremony has been a tradition for 41 years, involving children who receive support from California's nonprofit regional centers. Carter was selected by the Central Valley Regional Center (CVRC) to represent over 450,000 Californians with such disabilities.

Governor Newsom expressed his honor in participating: “Happy holidays, California! It was an honor to stand with Carter in solidarity with all of California’s kids with intellectual and developmental disabilities, to light the Capitol Tree this year."

First Partner Jennifer Siebel Newsom also shared her sentiments: “The holidays are a powerful reminder to lead with empathy and compassion, spreading joy and kindness to those around us."

Carter Morris has been receiving services from CVRC since 2018. He is described as an active elementary school student interested in outer space and math. Carla Casteñeda from the Department of Developmental Services commented on Carter's role: "Carter exemplifies the warmth and compassion of the holiday season."

This year's tree lighting featured ornaments made by individuals with intellectual and developmental disabilities. Additionally, each regional center had its own smaller tree displayed at the Capitol rotunda.

Governor Newsom has committed $15.9 billion annually towards community-based services for people with intellectual and developmental disabilities. This includes reforms like rate increases for care providers starting January 2025, accountability measures through new legislation (AB 1147), investments in special education (AB 438), inclusive higher education (AB 447), ending sub-minimum wages (SB 639), and training law enforcement on best practices (SB 882).

The Department of Developmental Services oversees these initiatives, aiming to meet individual needs while respecting lifestyle preferences.

Central Valley Regional Center is part of a network providing crucial services across California. Their mission focuses on helping individuals reach their goals through coordinated resources while valuing diversity.
