SACRAMENTO – Governor Gavin Newsom today announced several appointments to various state boards and councils.
Michelle Radmand, of Roseville, has been appointed Chief Deputy Director at the California Arts Council. Radmand has held multiple roles within the Governor’s Office of Business and Economic Development since 2018. She earned a Master of Business Administration from California Southern University and a Bachelor of Arts in Political Science from the University of California, Davis. This position does not require Senate confirmation and offers compensation of $160,668. Radmand is a Democrat.
Gregory Leung, of San Francisco, has been appointed to the California Acupuncture Board. Leung previously served as a Health Facilities Evaluator Nurse at the California Department of Public Health. He holds degrees in Accounting from San Francisco State University and Nursing from the University of San Francisco. This position requires Senate confirmation with compensation at $100 per diem. Leung is a Democrat.
Shannon Coe, of Davis, has been appointed to the State Rehabilitation Council. Coe has worked at WarmLine Family Resource Center since 2018 and previously held positions with the California Foundation for Independent Living Centers and Humanity & Inclusion. She earned a Master of Public Administration in International Management from the Middlebury Institute of International Studies and a Bachelor of Arts in Mass Communications from UC Berkeley. This position does not require Senate confirmation and carries no compensation. Coe is a Democrat.
Eli Gelardin, of Benicia, also joins the State Rehabilitation Council. Gelardin has been CEO at Marin Center for Independent Living since 2008 and holds a Bachelor’s degree in Psychology from UC Berkeley. This position does not require Senate confirmation and carries no compensation. Gelardin is a Democrat.
Gregory Meza, of Napa, has been appointed to the State Rehabilitation Council as well. Meza currently serves as Work-Based Learning Specialist at Napa Valley Unified School District and holds an Interdisciplinary Studies degree from Western Oregon University. This position does not require Senate confirmation and carries no compensation. Meza is a Democrat.
Ivan Guillen, of San Diego, was reappointed to the State Rehabilitation Council where he has served since 2020. Guillen works as Client Assistance Program Advocate at Disability Rights California and earned his Law and Society degree from UC Santa Barbara. This position does not require Senate confirmation or compensation. Guillen is a Democrat.
Yuki Nagasawa, of Bay Point, was reappointed to the State Rehabilitation Council where she has served since 2023. Nagasawa is Senior Vocational Rehabilitation Counselor at the California Department of Rehabilitation with multiple advanced degrees including Rehabilitation Counseling from CSU Los Angeles and Piano Performance from Osaka College of Music. This position does not require Senate confirmation or compensation.
La Trena Robinson, of Hercules, was reappointed to the State Rehabilitation Council where she has served since 2023. Robinson works as Medical Social Worker III at Kaiser Permanente with advanced degrees in Public Health (Touro University) and Social Work (Grambling State University). This position does not require Senate confirmation or compensation.
Cathryn Rivera, of Sacramento, was appointed to the Cannabis Control Appeals Panel after serving as Appointments Secretary in Governor Newsom's office until 2024. She holds degrees in law (UC Berkeley) and business administration (Arizona State University). The role requires Senate confirmation with compensation set at $180,845 annually.
Xiaolan “Lan” Zhou, of Irvine, was appointed to the Orange County Transportation Authority Board after serving as District 12 Director at Caltrans since 2024 among other roles since 2001 within Caltrans itself. Zhou holds degrees in Civil Engineering (Michigan State), Urban Planning (Tongji University), and Urban & Regional Planning (Nanjing University). The role does not require Senate confirmation or offer compensation.
